Doboro Eco Industrial Park — 323 ha Eco-Industrial Free Zone
Agro-processing & Manufacturing · US$5–40m indicative first phase (cocoa and agro-processing)
Details
Doboro Eco Industrial Park is a 323-hectare (about 800-acre) private development at Aburi-Asiaw, in the Nsawam Adoagyiri Municipality of Ghana's Eastern Region. It is privately developed by IEID Parks and positioned as West Africa's first eco-industrial park. The masterplan is set and land is being serviced — which is the only window in which plot configuration, power sizing and shared facilities are still negotiable for an anchor tenant.
LOCATION
The site sits under 23 km from Accra, about 6 km from Nsawam on the N6 corridor, and roughly 53 km by road from Tema Port, which now runs 24-hour customs clearance. Kotoka International Airport is on the same corridor. The Chamber places Doboro on the Accra–Tema coastal belt — Ghana's deepest industrial corridor, with the country's largest supplier base and serviced private land.
THE COCOA ARGUMENT
Ghana still exports much of its cocoa as beans. Grinding, butter, powder and confectionery capture the margin that currently leaves the country. The Chamber names Doboro as the best-fit zone for cocoa and agro-processing, behind the National Agribusiness Policy 2026–2036, with an indicative first-phase ticket of US$5–40m. The surrounding municipality is established pineapple and citrus country, and roughly 37 per cent of its working population farms.
WHAT A FREE-ZONE LICENCE CHANGES
A licensed free-zone enterprise sits outside Ghana's customs territory. Corporate income tax is zero for the first ten years, capped at 15 per cent thereafter on income from exports, against a 25 per cent standard rate. Import duty on plant, machinery and raw materials is exempt, as is withholding tax on dividends. Up to 30 per cent of output may be sold into the Ghanaian market. Repatriation of capital and profit is unrestricted. No minimum capital is specified for free-zone enterprises, and the GIPA Act 2026 removed the blanket thresholds in most other sectors. Ghana is a member of ICSID and MIGA.
At least 70 per cent of annual production must be exported to hold free-zone status. Test that against your commercial plan before incorporating — if more than 30 per cent is destined for Ghana, the GIPA route is the better instrument.
Ghana's free-zone programme recorded US$973m in export earnings in 2025, its strongest in thirty years.
WHERE THE OUTPUT CAN GO
The export obligation can now be satisfied inside Africa rather than only in Europe or Asia. AfCFTA reaches 1.4 billion people and US$3.4 trillion of combined GDP, with the Secretariat, its rule-making and dispute machinery in Accra. ECOWAS puts about 350 million people on the doorstep, duty-free for originating goods. The Ghana–EU interim EPA has applied since December 2016, admitting Ghanaian exports to the EU at zero duty, arms excepted. The UK–Ghana Trade Partnership Agreement has been in force since March 2021. AGOA, by contrast, is authorised only to 31 December 2026.
WHAT AN ANCHOR TENANT SHOULD STILL ASK FOR
Phase-one area, plot sizes, lease term and tenure, and the GFZA licence stage. Firm power capacity at the fence, water and effluent sizing against your process load, and which eco-industrial standard the park is being designed against — Ghana is not a UNIDO Global Eco-Industrial Parks Programme country, so the environmental credentials rest on the project's own design.
One thing to model: the Finance Ministry has opened a review of free-zone incentives, asking whether their fiscal cost is matched by investment, employment and retained value. Stress-test a shorter holiday, get grandfathering confirmed in writing at licensing, and lead the application with the export contract and the local-content plan rather than the tax holiday.
Tax and investment terms describe Ghana's general free-zone regime under the Free Zones Act 1995 (Act 504) and the GIPA Act 2026 (Act 1173), not terms negotiated for this site. "West Africa's first eco-industrial park" is the developer's positioning as reported in the Chamber's Investor Opportunities Fact Sheet 2026, not an independent certification. Not tax, legal or investment advice — confirm all terms with the GFZA and your own advisors.
